Leonardo,

The solution for this problem is:
providing 2 dictionaries for aspell.

One for new ortography.
One for both old and new ortography.
one-s name pt-PTcomb.dic, pt-PTcomb.aff
the other's name pt-PT.dic, pt-PT.aff
(these are the oO/hunspell names, I know,
aspell has different naming)

A user can switch at any time by loading the 
different directory. It is of course application 
dependent, how easy is switching.
If you know, where are the dictionaries, a script
can do the switch, and after application restart
you have the selected dictionary active.
