Aspell has a config file, possibly windows version even utilizes registry, 
where you can change the default values for all the pathes utilized by 
aspell. 

On command line this is the parameter 
    --home-dir=dir

And any basic parameter you can set on the commandline you can set in the 
config file too. Unless configfile has been turned off for one or other 
reason you still can use the commandline parameter. In windows you can 
specify the parameter in execute command properies for aspell, or when 
calling it via system/exec command in PHP/Java ...

Thus no need to change that on code level, just change it in the config file 
or if used the windows registry. If you are not allowed to change the by your 
own ask your admin to help you.
