There is a native win32 (not cygwin) binary downloadable at
  http://sf.net/projects/claws-w32
It doesnt contain the .libs, but the ASpell-MinGW-changes.zip
contains a step-by-step instruction how to build aspell using
MinGW/MSys (the command to build MSVC import libs is only
commmented out in the Makefile)
