I've just committed an update to the aRts manual which has the new outline
I proposed, a mostly complete draft of the first three chapters, and some
additional sections converted from the HTML docs (FAQ, C API, etc.).

For now it is still in kdemultimedia/doc/artsbuilder, which is maybe not
the best place but should be familiar to people that have looked at
the existing artsbuilder manual.

I'll be continuing to work on it, mostly based on the content from the
old aRts 0.3 manual.
