You are using the wrong extension number, should use 0x80. Take a look
at Stephe Henson's excellent page at
http://www.drh-consultancy.demon.co.uk/, exspecially at
http://www.drh-consultancy.demon.co.uk/ca-fix.html . Also remember that
if you are using your own CA, that one should be able to issue
certificates with that abilities.
