This is a HUGE issue.  The closest you can get from public databases
is to reverse DNS lookup the ip to get the domain name, do a WHOIS
lookup of that domain name to get an address.  In a project I worked
on, we then mapped that data to longitude/latitude and implemented a
sophisticated cache mechanism.  Without this, it's incredibly slow.
After all that work, it's still highly inaccurate.  Consider mobile
users and large domains such as ibm.com.  Be warned.

There is an interesting service out there from Digital Island called
TraceWare that may be worth looking into.  I have never used it and
have never worked for/with/against Digital Island.  See for yourself:
