I've added some tracing and it seems that the callbacks aren't run because
the server_pool (a child pool of pconf) is not being cleared at all. In
fact I can see that modperl_sys_term() is not being run at all and I
suppose that it should. I won't be surprised if that would explain some
mysterious problems we had had before.
