Your www server may not have the right environment.
Try setting ORACLE_HOME & such in your apache *.conf
file with PerlSetEnv, or in your perl script.  

Still, seems like odd behavior if that were your problem.
A hanging process sometimes indicates more than one CGI.pm
initialization, which hangs on the second because of reading
form input.
