I had that happening to me yesterday as well: all scripts from
/cgi-bin/ give the 500 error code while modperl scripts ran well. I
dropped DSO, and everything is fine now.

Mine was apache_1.3.2+ssl_1.25 with  mod_perl 1.15_01 (DSO) on
Solaris/Sparc.
