Jonathan, it's not clear why the client can't connect. Please try to 
diagnose the problem as explained at:
http://perl.apache.org/docs/2.0/user/troubleshooting/troubleshooting.html#Server_Hanging_at_the_Startup


Also did you try to set APACHE_TEST_STARTUP_TIMEOUT=240 or something like 
this to give more time to startup (though I doubt your machine is that 
slow, it must be something else).
