One possible workaround, is not to run:

   % httpd -k stop

but send SIGTERM directly:

   % kill -s TERM `cat httpd.pid`

I've asked on httpd-dev whether it's possible to add a mechanism to know the 
state of the process when httpd.conf is parsed.
