My guess is that your mod_perl is to old. What version did you load? Checkout
http://perl.apache.org/docs/2.0/os/win32/install.html for the right place to get a recent
mod_perl. My version is from januari 2003 and that's an old one too!

So try updating mod_perl thru PPM and also update the *.so.
