The incubator podling PMC document (http://incubator.apache.org/ 
guides/ppmc.html)has a decent process for voting in a new committer  
with significant discussion from ASF notables (at least people whose  
name I've seen before) at http://marc.theaimsgroup.com/?l=incubator- 
general&m=112033710817042&w=2.  The basic premise is that discussing  
and voting on granting commit privileges is best done on the PMC's  
private list followed by a private inquiry to the individual under  
consideration before a public announcement.  The podling PMC document  
talks about having a public pro-forma vote after the private trial,  
but I agree with the concern with having pretend votes in public  
after the real decision has been made in private.
