Installed openssl 1.0.2h under /web/apache/openssl/1.0.2h and version is
verified. 

When running configure command for apache 2.2.31, it errors out with below
message.

configure : error, SSL/TLS libraries were missing or unusable

env LDFLAGS="-ldl" ./configure --prefix=/web/apache/2.2.31 --enable-ssl
--with-ssl=/web/apache/openssl/1.0.2h
