Actual results:

mod_fcgid doesn't reset child's scores on gracefull reload, but terminates
them, which results in quite high spawning scores, so that fcgi refuses to
start new workers for quite a long time, because of FcgidSpawnScoreUpLimit.This
can lead to unavailability of whole sites with high TerminationScore and many
spawned childs.

Expected results:

mod_fcgid should detect reload and reset scores after child's termination (or
don't count these forced terminations into score). 

Steps to reproduce:

Occurs on every gracefull reload and is dangerous especially with many spawned
childs and high TerminationScore.
