The bad link is "http://www.boutell.com/cgic/",

ending up at "https://www.boutell.co.uk/bad-credit-loans/",

what seems to be a business site, having no thematic connection with CGI.

I suggest the thematically proper link: http://web.mit.edu/wwwdev/www/cgic.html

which seems to be the proper home of "cgic: an ANSI C library for CGI
