With ant 1.6.* I followed the recommendations for the <tag> element *not* to add
a description for standard tags for to achieve a special sort order when mixing
them with custom tags. Worked fine.
With ant 1.7.0 (and Java 6 doclet) the sort order remains but the standard tags
are all *lowercase*.
I added a description to the standard tags (against the recommendation) - and it
works.
So, if this is the desired behaviour (?), the documentation for the nested <tag>
element needs to be updated.
