There should be an option to *never* overwrite/replace files in varous tasks

I think the new <filesmatch> condition and the <input> task, in combination 
with if/unless on <include>/<exclude> to dynamically gen the set of files to 
copy/move, would probably be better a way of dealing with this sort of thing 
than a "neveroverwrite". (Just because a config or template file already 
exists, doesn't necessarily mean it's been locally modified.)
