amavisd.conf-sample has examples. You would set this to the default:
#$spam_quarantine_method = 'local:spam-%m.gz';   # default
and simple set this to something like:
$spam_quarantine_to = "spam-quarantine\@$mydomain";
or something like:
$spam_quarantine_to = 'spamplace@example.com';

Yes, I'm sorry I can't. I don't think you can without modifying amavisd.
