A few things.

First, there was a bug pre-2.2 (and I don't mean in Git, I mean literally
pre-2.2, it was fixed just a day or so before tagging, so you'd have to be very
recent to get this fix) that caused the last cover in any particular scan not
to be noticed. If you're changing just a single album contained in a single
folder, this would mean that the only cover scanned in that particular scan
would not be read in. This is *probably* the bug you've been hitting, and so
this should *probably* be fixed in 2.2.

Your note about a full rescan causing things to be messed up until you shut
down Amarok and wiped the DB (which is odd, since full rescans were the fix,
not the cause, of almost every other problem I was made aware of) makes me
think that you are doing these various scans without then closing Amarok. There
are problems with the collection browser not displaying updated data, or not
displaying it correctly, in which case until you shut down Amarok and re-open
it, you won't necessarily see the newly-scanned changes. But if you can close
and re-open Amarok and the changes are there, it isn't a collection
scanning/database bug. (Not saying it's not a bug, just that it's residing
somewhere else.)
