You didn't say what OS this is, but here's what Solaris says:

  ENOSPC            A semaphore identifier is to be  created  but
                    the   system-imposed  limit  on  the  maximum
                    number of allowed semaphore identifiers  sys-
                    tem wide would be exceeded.

So my guess would be you either have not configured your system to allow
(enough) semaphores, or it doesn't allow them for the dump user, or enough
failures have happened in the past that didn't clean up (see "ipcs -a"
and "ipcrm") that you're out of semaphore identifier "slots".
