You can do that now.  There is already an (undocumented -- sigh)
"includefile" directive.  What you'd probably need to do is symlink
all the amanda.conf files together and have a private.conf file in each
directory that amanda.conf includefile'd.

No, rmt is not (currently) used.

This is not yet supported, either with tape1 and tape2 as devices on
the same master server or as separate remote hosts/devices.
