Tom,

Try no-full instead of skip-full.

No-full does a level 1 every run.  Skip-full leaves a "space" in the
schedule for a level 0 to be done by hand.  Since all your partitions start
out needing a level 0, they are all skipped, leaving nothing for amanda to
do.

With no-full you'll get incrementals of all the dumps right away.
