I created a patch to (linux) restore, allowing for an -0 option. This terminates
the lines with a null byte, instead of the newline. Using this option we
could survive any filename.

I submitted this patch to the Debian maintainer of dump/restore.

Does anybody here see any chance to push it to the upstream author?

    Best regards from Dresden/Germany
