What I do is to mount each of the AIX install CDs and run a:
"smitty update_all" for each CD.  This will install any
filesets that are below the level that is found on the CD.

I recently migrated one of my server from AIX 4.2.1.0 to AIX 4.3.2.0.
Recommendations from this board suggested that I do a 'oslevel -q' and
subsequent 'oslevel -l x.x.x.x' commands to identify the filesets that are
back-leveled.  My 'oslevel -q' returns the following...
          Known Maintenance Levels
          ---------------------------------
          4.3.2.0
          4.3.1.0
          4.3.0.0

'oslevel -l 4.3.2.0' comes back clean.  'oslevel -l 4.3.1.0' and 'oslevel
-l 4.3.0.0' returns the following...

          Fileset                                 Actual Level
Maintenance Level

----------------------------------------------------------------------------
-
          X11.msg.en_US.Dt.helpmin                4.2.0.0
4.3.0.0

I've tried finding this fileset on the install CD's with no luck.  Any
suggestions on what I can do to clean this up?
