you could just boot off a knoppix CD (or any other distro) and just add /usr/sbin to $PATH for hscroot.

Having some problems with dlpar setup on an HMV, so I
need to get on the HMC and run various commands as
recommended in RTFM, troubleshooting checklists etc.
However, it's all restricted shell, can't run commands
with "/" and path is minimal etc.
How do I get a useful working environment on the HMC ?
