Fine,
      this helps. Now I can start the XTerm from the Windows - box.
I want to ask now our network-administrator what he has changed (for
example DNS or so).

You need to turn off reverse name resolution. Change the exec line in
/etc/inetd.conf to.

exec    stream  tcp6    nowait  root    /usr/sbin/rexecd       rexecd -c

restart your inetd daemon with

refresh -s inetd
