If I'm not very mistaken, there was and is -- until $tomorrow ;-) -- no
[implemented] policy in AfriNIC for assigning /40s or /48s.
So until now it's "/32 or nothing". That could be a reason.
I believe _everybody_ was entitled to propose policies to enable /48s
earlier.
