Dear Community, Attn: Co-Chairs [*This is not policy related but rather
important for the PDWG*]

Shall we be honest with each other for once. See Inline response to
Fernando's important submission to the working group based on publicly
available information and links. Other information is on mailing lists
archives.

I agree with the statement above and they are associated with Larus. Some
of the known people from the group are followers here

It is called disruption. It keeps the AFRINIC PDWG busy on nonsense.

The truth is the PDWG fell for their manipulative nonsense and kept
engaging the trolls and unfortunately, here we are dear PDWG participants.

Their way to do things are pretty much static and the very same people
> repeat the same stuff over and over and over again and there are occasions

This is why Mike labelled that faction as an echo-chamber. They often
spread the same self-serving one sided narratives that are disruptive to
working group progress.

It is too naive from some of them to believe there are much community
> members who don't notice this.

They are not naive. The practise is deliberate for a number of reasons
among them;

1. Disruption
2. Control of their purported self-serving one-sided narratives and beliefs.

Allow me to note the interested parties imho based on the attention I have
paid too this rpd list.

1.The interested parties are Authors of the resource transfer proposal
(Antony Ubah and Taiwo Oye)
2.The other Interested party is *subtle* Lu Heng (Through the fellows
associated with the Larus Foundation)
3.The other interested party is Paul Wolner and associate of Lu
4.Fellows associated with the Larus Foundation like ( Emem William, Elvis
Ibeanusi, Wijdane Goubi, Meriem Dayday, Lamiaa CHNAYTI, Joshua)
5. Anne-Vivien Paris from the Larus Foundation
6. Then there is Gaby Giner and Ekaterina Kalugina (Policy Ambassadors for
Larus Foundation)

All the above are passionate supporters of that self-serving Inter-RIR
resource transfer policy.

> - Supported the insertion of stuff never discussed in the PDWG at the very

Fellows associated with the Larus Foundation and Larus apologists.

- Tried everything to keep the disastrous ex Co-chairs that were doing a
> pretty bad job plus having conflicts with community which were fortunately

Fellows associated with the Larus Foundation and Larus apologists.

Fellows associated with the Larus Foundation and Larus apologists.

- Not satisfied with not being able to have someone from their group as
> Co-Chairs started to disrupt the PDWG and only recognizing Co-Chair rules
> when is convenient.
>

This includes Fellows associated with the Larus Foundation like Elvis
Ibeanusi, Wijdane Goubi and Antony Ubah and Paul Wolner endorsed Wijdane
Goubi and Antony Ubah in their failed attempt to become PDWG Co-Chairs
https://lists.afrinic.net/pipermail/rpd/2021/012935.html so as to continue
with the manipulation.

- Tried to fight hardly against proposals that seem to be concerning to
> certain type of business they seem to support.

This is the echo-chamber and fellows associated with the Larus Foundation
based on their echo-posts. The type of business is* IPv4 leasing* and their
rational which can be read via this link https://www.larus.net/news/p/441

[image: IPv4 is Gold According to Larus.png]

*You can see why the self-serving resource transfer proposal by Antony and
Taiwo is important to Lu and his Larus IPv4 leasing business.*

- The very same people supported the same appeal to all proposals,
> repeating the very same arguments and almost similar emails written and
> repeated over and over.
>

This is the echo-chamber and fellows associated with the Larus Foundation
based on their echo-chamber posts. As long as the proposal is not
beneficial to Lu, they will appeal it even if it's a reasonable proposal.

- Have sent appeals that have problems in complying with the CPM trying at
> all costs to stop all possible proposals to carry on their natural path. A
> pure dissatisfaction.
>

The appeals are against proposals they believe are not financially
beneficial to Lu. But they support and call for very fast ratification of
proposals that are of interest to Lu such as the *self-serving resource
transfer proposal *which would effectively enable CIL to transfer the so
called Gold from AFRINIC service region to wherever.

And a quote from https://www.larus.net/news/p/441 explaining the process
of trading the so called Gold since Heng Lu believes an IPv4 address is a
commodity.

A quote from the link above;

*"Therefore, there are only a handful of companies in the industry with
professional IPv4 leasing business and strict rules and regulations, such
as LARUS Limited, which is a company focused on providing IPv4
<https://www.larus.net/> related services, including IPv4 address leasing
<https://www.larus.net/ip-delegation-service> and IPv4 address trading." *

End of quote,

How is the above useful to the AFRINIC service region if Larus Foundation
fellows who are associated with a company Larus Ltd that is involved in
IPv4 address trading bombard the RPD list with self-serving proposals and
often nonsense and DDOS posts.

> - Keep supporting stuff like the usage of African Internet resources out
> of the region in the contrary direction of development of African region

1. This includes Owen Delong (He is actually very honest with who he
represents (Larus) and how he is compensated and wished he had made better
decisions earlier in his career) in his own words. Owen often airs out that
he is not a fan of some of the things that Cloud Innovation has done.

2. The support also includes the echo-chamber and fellows associated with
the Larus Foundation, as you can see why, based on this link
https://www.larus.net/news/p/441

Honestly, if they have any believe of what they are doing is not being
> noticed by most PDWG participants then they might keep trying because they

They also always scream for the CoC whenever they are called out. They
claim its personal attacks. But we ought to reach a point where we call a
spade a spade and let everyones vested interests be known.

Let us now agree and disagree like folks of conscience.

I call on participants to state their Interests and affiliations and who
they represent without being subtle and manipulating the RIR system for
self-serving interests.

Cheers,
Noah

- I am associated with a number of AFRINIC LIR's.
- I am Internet end-user with vested interests in the role of AFRINIC in
Africa's Internet development and digital transformation of Africa.
