The answer is YES!

Most community networks in South Africa use dsl for transit.

Telkom SA (the dsl infrastructure operators) have a policy not to  
allocate ANY IPv4 public addresses on dsl (other than on a short  
lease, ie a single IPv4 address is dynamically allocated).
