u moment où les budgets d'investissement pour 2010 sont en train d'être
bouclés, les opérateurs de téléphonie mobile, en France et dans les autres
pays occidentaux, doivent résoudre une équation économique particulièrement
épineuse. Ils sont contraints de dépenser toujours plus dans leurs réseaux,
sérieusement menacés de saturation par l'explosion des connexions à Internet
via des terminaux mobiles. Mais les revenus qu'ils tirent de ces nouveaux
usages n'augmentent pas en proportion. Pis encore : les premiers à profiter
de ces dépenses dans des infrastructures plus efficaces risquent d'être les
nouveaux géants de l'Internet : Google, Yahoo!, Facebook, voire Apple...

  LES NORMES DE TÉLÉPHONIE MOBILE DE NOUVELLE GÉNÉRATION



*La "3G".* Actuellement en cours de déploiement dans la plupart des pays
occidentaux, elle permet de transmettre des données à la vitesse théorique
de 2 mégabits par seconde (Mbps), beaucoup plus vite qu'avec la norme GSM.

*La "3G +". *Certains opérateurs commencent à la déployer sur les parties
les plus engorgées de leurs réseaux. Avec le protocole HSPA (*High speed
packet access*), elle permet de pousser les débits jusqu'à 14 Mbps de
l'antenne-relais vers le téléphone, et de 5,8 Mbps en sens inverse, afin de
transporter plus facilement des contenus volumineux (photos, vidéo, etc.)
vers d'autres mobiles ou des plates-formes de partage vidéo comme YouTube.

*La "4G".* Elle n'est encore déployée qu'à titre expérimental. Elle
permettra, grâce à la technologie LTE (*Long term evolution*), d'atteindre
des vitesses de connexion de 100 Mbps des antennes radio vers les
téléphones, et de 50 Mbps en sens inverse.

si floues. Nous avons besoin d'un partage des frais raisonnable"*, affirme Jeff

responsable des relations institutionnelles d'AT & T, premier opérateur
américain, s'exprimait lors du colloque de l'institut d'études français
Idate, où il fut beaucoup question, les 18 et 19 novembre à Montpellier, du
sujet.

Tous les opérateurs le constatent : le trafic de données sur les réseaux
mobiles s'envole. *"Il double d'une année sur l'autre"*, selon Frédéric

Chez SFR, il a été multiplié par quatre entre fin 2008 et fin 2009. En cause

depuis juin 2007 (plus de 30 millions écoulés dans le monde). *"Ces
terminaux consomment encore assez peu de débit, mais ils mobilisent beaucoup
le réseau, en envoyant en permanence des informations de signalisation"*,
explique M. Pujol. Les "clés 3G" qui, branchées sur un ordinateur portable,
lui permettent de se connecter à Internet via le réseau mobile, y sont aussi
pour beaucoup (1,7 million d'entre elles était en circulation dans
l'Hexagone au 30 septembre). *"Leurs utilisateurs consomment dix fois plus
de trafic qu'un client mobile lambda"*, dit-on chez SFR.

Au point que les réseaux commencent à saturer.*"On est en train de voir sur
le mobile ce qu'on a vécu entre 2000 et 2002 sur le réseau fixe : les
besoins commencent à excéder les débits disponibles"*, confie-t-on chez l'un
des trois opérateurs mobiles français.

Aux Etats-Unis, AT & T, distributeur exclusif dans le pays de l'iPhone, a eu
des soucis cet été, notamment pour l'accès aux services de télévision via
les mobiles. Les câblo-opérateurs américains, comme Time Warner Cable,
auraient aussi du mal à suivre. En France, certains dégraderaient
ponctuellement le service pour les clients trop gourmands, afin de continuer
à assurer les connexions de tous les mobiles présents, dans une même zone
très fréquentée (plus il y a d'utilisateurs dans une zone couverte par une
antenne-relais, plus les débits diminuent). *"C'est difficilement tenable,
question d'image"*, avoue M. Pujol.

Mais globalement, les opérateurs ne se laissent pas déborder : ils adaptent
leur réseau en permanence. Les solutions ne manquent pas. Il y a d'abord la
ressource hertzienne, qui reste correcte. En France par exemple, pour
transporter les communications par voie radio (entre le terminal mobile et
les antennes-relais), Orange (France Télécom), SFR et Bouygues
Telecom<http://www.lemonde.fr/sujet/4871/bouygues-telecom.html>
disposent
chacun de trois canaux de fréquences de 5 mégahertz (MHz) dans la bande de
fréquence des 2,1 gigahertz (GHz). *"Pour l'instant, un seul des canaux
voire deux dans les zones denses sont utilisés*", selon Laurent

du fabricant de composants pour mobiles Qualcomm. *"Densifier le nombre
d'antennes-relais, c'est difficile avec le débat sur leur nocivité supposée.
Alors on maximise l'utilisation des fréquences en rajoutant dans les
antennes-relais des fonctionnalités logicielles fournies par les
équipementiers. On déploie ainsi le HSPA qui permet des débits de
l'antenne-relais vers le téléphone d'au moins 14 mégabits par seconde*
 (Mbps)*contre 2 Mbps jusqu'alors"* confie un technicien chez Orange.

Les opérateurs redimensionnent aussi, avec de la fibre optique, la liaison
entre les antennes-relais et le réseau terrestre de collecte. Et "boostent"
ce dernier en ajoutant des routeurs encore plus puissants. Il y a enfin
l'alternative des réseaux mobiles de quatrième génération (4G), avec
notamment le protocole LTE (*long term evolution*), qui permettra des débits
vingt fois supérieurs. Il est testé aux Etats-Unis par AT & T et Verizon. Au
Japon, NTT veut lancer une offre commerciale dès 2010.

Ces montées en débit coûtent cher. SFR a investi 1,4 milliard d'euros en
2008 pour son réseau. Le britannique Vodafone, 10 milliards d'euros depuis
2005. Selon la presse allemande, la facture serait si salée aux Etats-Unis
que l'allemand Deutsche

chercherait
un partenaire pour sa filiale de téléphonie mobile T-Mobile USA.

Or, pour les opérateurs, difficile de se rattraper sur la facture de
l'abonné. Dans le contexte de crise économique, le risque serait d'en perdre
ou de casser la croissance de l'Internet mobile. Certains opérateurs comme
Orange proposent leurs propres services en ligne (portail, collecteurs
d'information, TV mobile, etc.) pour tirer davantage parti de leurs
"tuyaux". Mais les revenus générés (publicité et abonnements) restent
faibles. Très loin du chiffre d'affaires qu'un Google (21,8 milliards de
dollars en 2008) réalise, grâce aux revenus publicitaires tirés de l'énorme
audience de son moteur de recherche.

C'est là que le bât blesse : les opérateurs reprochent aux géants de
l'Internet, qui profitent à plein de l'explosion des débits, de ne pas
suffisamment contribuer au financement des réseaux. L'intervention de Michel

Le choc des titans entre télécommunications et sociétés du Web aura-t-il
lieu ? Pas sûr. Google et consorts ont tout intérêt à s'entendre avec les
pourvoyeurs de "tuyaux" : ils perdraient beaucoup si, faute
d'investissements, la qualité des réseaux se dégradait. *"Les sociétés
Internet semblent comprendre la nécessité de trouver des mécanismes qui

multiplié par quatre entre fin 2008 et fin 2009. En cause : l&#39;énorme succès des \
téléphones multimédia, du type i<a \
href="http://www.lemonde.fr/sujet/e581/phone-d-apple.html" class="listLink" \
style="font: normal normal normal 15px/22px georgia !important; color: inherit; \
text-decoration: none; ">Phone d&#39;Apple</a> commercialisé depuis juin 2007 (plus \
de 30 millions écoulés dans le monde). <em>&quot;Ces terminaux consomment encore \
assez peu de débit, mais ils mobilisent beaucoup le réseau, en envoyant en permanence \
des informations de signalisation&quot;</em>, explique M. Pujol. Les &quot;clés \
3G&quot; qui, branchées sur un ordinateur portable, lui permettent de se connecter à \
Internet via le réseau mobile, y sont aussi pour beaucoup (1,7 million d&#39;entre \
elles était en circulation dans l&#39;Hexagone au 30 septembre). <em>&quot;Leurs \
utilisateurs consomment dix fois plus de trafic qu&#39;un client mobile \
lambda&quot;</em>, dit-on chez SFR.</p>

<p>Au point que les réseaux commencent à saturer.<em>&quot;On est en train de voir \
sur le mobile ce qu&#39;on a vécu entre 2000 et 2002 sur le réseau fixe : les besoins \
commencent à excéder les débits disponibles&quot;</em>, confie-t-on chez l&#39;un des \
trois opérateurs mobiles français.</p>

<p>Aux Etats-Unis, AT &amp; T, distributeur exclusif dans le pays de l&#39;iPhone, a \
eu des soucis cet été, notamment pour l&#39;accès aux services de télévision via les \
mobiles. Les câblo-opérateurs américains, comme Time Warner Cable, auraient aussi du \
mal à suivre. En France, certains dégraderaient ponctuellement le service pour les \
clients trop gourmands, afin de continuer à assurer les connexions de tous les \
mobiles présents, dans une même zone très fréquentée (plus il y a d&#39;utilisateurs \
dans une zone couverte par une antenne-relais, plus les débits diminuent). \
<em>&quot;C&#39;est difficilement tenable, question d&#39;image&quot;</em>, avoue M. \
Pujol.</p>

<p>Mais globalement, les opérateurs ne se laissent pas déborder : ils adaptent leur \
réseau en permanence. Les solutions ne manquent pas. Il y a d&#39;abord la ressource \
hertzienne, qui reste correcte. En France par exemple, pour transporter les \
communications par voie radio (entre le terminal mobile et les antennes-relais), \
Orange (France Télécom), SFR et <a \
href="http://www.lemonde.fr/sujet/4871/bouygues-telecom.html" class="listLink" \
style="font: normal normal normal 15px/22px georgia !important; color: inherit; \
text-decoration: none; ">Bouygues Telecom</a> disposent chacun de trois canaux de \
fréquences de 5 mégahertz (MHz) dans la bande de fréquence des 2,1 gigahertz (GHz). \
<em>&quot;Pour l&#39;instant, un seul des canaux voire deux dans les zones denses \
sont utilisés</em>&quot;, selon <a \

text-decoration: none; ">Laurent Fournier</a>, du fabricant de composants pour \
mobiles Qualcomm. <em>&quot;Densifier le nombre d&#39;antennes-relais, c&#39;est \
difficile avec le débat sur leur nocivité supposée. Alors on maximise \
l&#39;utilisation des fréquences en rajoutant dans les antennes-relais des \
fonctionnalités logicielles fournies par les équipementiers. On déploie ainsi le HSPA \
qui permet des débits de l&#39;antenne-relais vers le téléphone d&#39;au moins 14 \
mégabits par seconde</em> (Mbps)<em>contre 2 Mbps jusqu&#39;alors&quot;</em> confie \
un technicien chez Orange.</p>

<p>Les opérateurs redimensionnent aussi, avec de la fibre optique, la liaison entre \
les antennes-relais et le réseau terrestre de collecte. Et &quot;boostent&quot; ce \
dernier en ajoutant des routeurs encore plus puissants. Il y a enfin \
l&#39;alternative des réseaux mobiles de quatrième génération (4G), avec notamment le \
protocole LTE (<em>long term evolution</em>), qui permettra des débits vingt fois \
supérieurs. Il est testé aux Etats-Unis par AT &amp; T et Verizon. Au Japon, NTT veut \
lancer une offre commerciale dès 2010.</p>

<p>Ces montées en débit coûtent cher. SFR a investi 1,4 milliard d&#39;euros en 2008 \
pour son réseau. Le britannique Vodafone, 10 milliards d&#39;euros depuis 2005. Selon \
la presse allemande, la facture serait si salée aux Etats-Unis que l&#39;allemand <a \
href="http://www.lemonde.fr/sujet/ee8e/deutsche-telekom.html" class="listLink" \
style="font: normal normal normal 15px/22px georgia !important; color: inherit; \
text-decoration: none; ">Deutsche Telekom</a> chercherait un partenaire pour sa \
filiale de téléphonie mobile T-Mobile USA.</p>

<p>Or, pour les opérateurs, difficile de se rattraper sur la facture de l&#39;abonné. \
Dans le contexte de crise économique, le risque serait d&#39;en perdre ou de casser \
la croissance de l&#39;Internet mobile. Certains opérateurs comme Orange proposent \
leurs propres services en ligne (portail, collecteurs d&#39;information, TV mobile, \
etc.) pour tirer davantage parti de leurs &quot;tuyaux&quot;. Mais les revenus \
générés (publicité et abonnements) restent faibles. Très loin du chiffre \
d&#39;affaires qu&#39;un Google (21,8 milliards de dollars en 2008) réalise, grâce \
aux revenus publicitaires tirés de l&#39;énorme audience de son moteur de \
recherche.</p>

<p>C&#39;est là que le bât blesse : les opérateurs reprochent aux géants de \
l&#39;Internet, qui profitent à plein de l&#39;explosion des débits, de ne pas \
suffisamment contribuer au financement des réseaux. L&#39;intervention de <a \

<p>Le choc des titans entre télécommunications et sociétés du Web aura-t-il lieu ? \
Pas sûr. Google et consorts ont tout intérêt à s&#39;entendre avec les pourvoyeurs de \
&quot;tuyaux&quot; : ils perdraient beaucoup si, faute d&#39;investissements, la \
qualité des réseaux se dégradait. <em>&quot;Les sociétés Internet semblent comprendre \
la nécessité de trouver des mécanismes qui évitent que les réseaux ne soient trop \
