The Los Angeles Times has a tribute to Vint as chair of ICANN,
complimenting him on his speech at the gala event at Sony Studios
saying it "was vintage Vint". Noting Vint was "clad in the three-piece
suit that has seemingly been grafted to him since his high school days
in Van Nuys", the Times said his "tenure at ICANN has been full of
that kind of consensus-inducing graciousness, even though his
technical accomplishments are such that he could be a complete jerk
and still reign from the pantheon of Internet heroes." There is praise
from Karl Auerbach - "Vint was a wonderful chairman, and he's a
wonderful guy" - while also noting that "Time and again, Cerf has
defused angry critics by listening intently, asking questions and
listening some more. As a result, ICANN's future seems surer than ever
-- secure enough that Cerf, who initially wanted to stay chairman for
a single year, can finally retire from the Marina del Rey-based
nonprofit organization and go back !

12. Change Of Leadership At ICANN As Cerf Makes Way For IP Expert by
Monika Ermert for Intellectual Property Watch
Monika Ermert examines the last ICANN board meeting chaired by Vint
Cerf and his role in recent months/years. She claims there "has been
criticism against the frequent unanimous board votes in many board
meetings, a symbol of Cerf's compromise-oriented style that he also
exercised during his last board session where every motion on an
implementation report for new gTLDs, a working group for fast track
IDN ccTLD introduction and more were taken unanimously." However
Monika believes this era could be over under the new chair as Peter
"did not shy away from voting against the much-debated new
.com-registry contract with VeriSign. He also joined a minority of
board members defending the application of .xxx against a board vote
allegedly motivated by government and some industry pressure." There
is a comment from Dirk Krischenowski saying he is happy with Peter's
appointment who says "he will focus on ICANN core tasks and will
promote new domain name spaces."

33. The Sleeper Issue in Los Angeles by Milton Mueller
Milton has two articles in today's highlights from the Internet
Governance blog. The first looks at the Department of Commerce's
public review of ICANN. Milton writes, "This initiative must be
perceived in combination with renewed signs of 'enhanced cooperation'
? the WSIS-inspired code words for European demands that the U.S.
accommodate their concerns about unilateral U.S. control of the
Internet's root. Together it faintly signals some kind of movement on
the thorniest issue in global internet governance. Movement in exactly
which direction remains unclear, but pressure from BRIC countries in
the UN Internet Governance Forum certainly plays role in it." Milton
goes on to say the review is more interesting because of "the apparent
revival of 'enhanced cooperation' ? the WSIS-inspired code words for
European demands that the U.S. accommodate their concerns about
unilateral U.S. control of the Internet." Milton concludes, "One can,

34. Hallowe'en story: the Whois Monster Mask Slips Off by Milton Mueller
In Milton's second article today he writes, "ICANN's GNSO Council
stumbled and bumbled its way to a nonresolution of the Whois privacy
controversy today (Wednesday, All Hallows Eve). On the surface,
nothing changed. Despite ICANN's inertia, however, the 'status quo'
Whois is gradually being eroded by a combination of market forces,
which allow registrants to buy a modicum of privacy protection from
registrars, and the ongoing threat of legal assaults on Whois from
outside the United States. A growing number of ccTLDs and gTLDs can be
expected to force ICANN to adjust its Whois requirements to the data
protection laws of other countries, the most current example being the
TELNIC case. This means that the status quo equilibrium left in place
by ICANN's inability to act is tilting slowly in favor of privacy. At
the same time, law enforcement and takedown measures are taking new
directions, pioneered by the Anti-Phishing Working Group, that also
work outside the ICANN proces!

A meeting on Internet governance in Rio de Janeiro later this month
will bring together participants from around the world to discuss
