As Paul suggested in a later append this is not a long term solution
and useful for only a limited number of clients depending on the
amount of available storage but it is possible.
 
The administrator can define an additional schedule to run a full
volume Selective backup once a month.  Define the action as 'selective',
the root directory as the object, and use the options param of the
schedule to set -subdir=yes.
