All-

I'm starting the ActiveMQ Classic 6.2.0-SNAPSHOT features, and will update main \
branch to 6.2.0-SNAPSHOT.

Planned activities:

- New/Re-homed activemq-protobuf module modernization
- New activemq-bom module
- New per-Destination Policy Message Strategy support (to support per-destination \
                policies instead of broker-wide plugin — ie forced persistence, \
                JMSXUserID, etc)
- Add'l JMS 3.1/2.0 features
