When AbortSlowAckConsumerStrategy.ignoreNetworkConsumers was introduced in \
https://git-wip-us.apache.org/repos/asf?p=activemq.git;a=commit;h=77bcffc9, its \
placement in AbortSlowAckConsumerStrategy means it can't be used with \
AbortSlowConsumerStrategy.

AbortSlowConsumerStrategy would benefit from being able to use this flag, so it \
should be moved up, and the AbortSlowConsumerStrategy code should be updated to use \
it, and to allow it to be set via the XML config.
