Add a connect timeout option (default 30secs) to the TcpTransportFactory to allow \
fine grained control of how long a socket connect blocks before giving up.  This can \
be accomplished using the async connection style and a simple wait on the result \
object from BeginConnect().

Allows for Uri syntax
