ActiveMQ can not be stopped sometimes via activemq-admin.bat

I use activemq-admin.bat  for stopping activemq-5.2.0.
Usually it works normally, but sometimes is hangs. I switched DEBUG logs and found \
some activity from Activemq side. Ctrl+C does not work. Only closing window by \
clicking button "Close" at top right corner helps.

One more detail: outbound queues are configured in activemq-5.2.0 to another broker.
