Add a static create method to CMS ConnectionFactory

Create a new static method in CMS interface ConnectinFactory called \
createCMSConnectionFactory.  This method is to be left unimplemented in the CMS API \
and will be the responsibility of the Provider to implement it.  This allows users to \
create connection factories without knowing what provider library is linked with the \
application.

Client then only needs to calls

   ConnectionFactory::createCMSConnectionFactory( uri );
