CommandAgent fails broker start if security is enabled

If the command agent configured in the activemq.xml (it is by default; <commandAgent \
xmlns="http://activemq.org/config/1.0"/>) and the security/logon for the broker is \
enabled then the broker fails to start with the following error message:

ERROR: java.lang.RuntimeException: Failed to execute start task. Reason: \
org.springframework.beans.factory.BeanCreationException: Error creating bean with \
name 'org.apache.activemq.broker.util.CommandAgent' defined in class path resource \
[activemq.xml]: Invocation of init method failed; nested exception is \
javax.jms.JMSException: User name or password is invalid.
